I don't know if we can force people to tell the truth, but you might be onto something about getting people to cooperate with checks and stuff. We waste time when people stall, and half the time they're just stalling to be difficult for no reason at all.
The problem is...even a trusted friend might try to hide things that could make you a suspect. And then that doesn't solve anything either. I want to believe people will do the right thing, but Virid didn't say anything at all.
