Go over everything we know, and find a way to talk to people about our options. Nine hours is just enough time to figure some stuff out, but not enough to make people approach things without panicking.
I've always wondered why we couldn't teach the Realm about, like, a jail cell instead of an execution. If we could keep the killers alive, maybe they could help us understand this splintering thing.
I agree nine bells simply isn't enough time—or, perhaps, that is all part of its little game, as is removing those who have done the deed. For the now, however, we cannot hope us capable of changing the system. Instead, we must figure out a way in spite of it.
Hm... A time or two, I would say. Granted, I am much more experienced in dealing with wars and politics—a mysterious presence implementing bizarre rules and murders are a bit out of my usual expertise.
